...What is this Practical Exchange about?

The Practical Exchange “Building Sustainable Municipalities – What Does it Take?” is designed to share practical perspectives on Ukraine’s recovery. It acts as a collaborative platform that brings together Ukraine – its people and municipalities - and the European Union along with its member states to co-design a resilient and sustainable future for Ukraine.
The event is organised by U-LEAD with Europe, a multi-donor action of European Union and its member states Germany, Poland, Denmark and Slovenia to support the establishment of a multi-level governance that is transparent, accountable and responsive to the needs of the population of Ukraine.
The Practical Exchange will serve as a platform for sharing practical experience and good practices in decentralisation, regional development, and local recovery projects. The event aims to inspire public officials, civil society and private sector actors to perceive recovery as an opportunity to "build back better", cultivating a sustainable, resilient and inclusive Ukraine. ...Join the reconstruction effort!

The European Union is launching an ambitious support programme named Ukraine Facility, with a budget of 50 billion euros for 2024-2027.
U-LEAD is already helping 20 municipalities to prepare 25 quality recovery projects in the area of education, healthcare, waste management, transport, water supply and sewerage. Thanks to the support municipalities will prepare applications and will receive developed project documentation ready for financing.
All the projects supported are being developed in a collaborative manner – with the involvement of different gender and social groups.
They follow the principle ‘build back better’ as well as values of the New European Bauhaus initiative by taking into account aspects of sustainability (adherence to energy efficiency standards, use of modern technologies), quality, inclusivity, aesthetics and safety
More than half a million citizens across 11 regions will benefit from the projects once they are implemented.

What should municipalities do?

Seek Collaboration

Collaborate with other municipalities, organisations, and municipalities from European Union member states and exchange practical experience among peers. Stable and long-term partnership will bring mutual benefits and contribute to sustainable development of your community

Take the initiative and prepare projects

U-LEAD with Europe supports you in finding partners; develop international partnerships and developing valuable projects. Your proactive stance opens doors to new opportunities. Learn, join projects and adopt good practices

Develop yourself

Create a development plan, engage experts and attract funding. Be open to new ideas and approaches. Your readiness for cooperation and innovation is the foundation for building an economically strong and prosperous municipality.

What will happen at the Practical Exchange?

Experience Sharing

Sharing of experience in the development and implementation of local projects for recovery and infrastructure development, with reference to business, education, culture, healthcare, and environment.

Strategy Analysis

Analysis of successful strategies for the recovery of social infrastructure that are human-centred, meet current needs, promote long-term development, and improve the quality of life in municipalities.

Dialogue with Authorities 

Communication between central government bodies, expert community and local municipalities regarding reforms in the areas of decentralization and regional development.
The Practical Exchange offers a spot where central government bodies and local municipalities meet to find ways to collaborate and find solutions for a well-structured and well-fitted policy and implementation tools needed for the recovery, further support to decentralization and regional development.


AGENDA

This practical exchange is designed to stimulate fruitful discussion and cooperation among representatives of municipalities, representatives of the Ukrainian government and their European colleagues, as well as public figures and opinion leaders, aimed at accelerating Ukraine's recovery.
